The certification program is aimed to help law enforcement agencies review and improve overall performance. It is a voluntary process that adds a level of accountability to a police department and is separate from officer certification through the state Peace Officer Standards and Training Council. Trained assessors evaluate the departments based on nearly 130 state standards, Moon said. Of the more that 700 law enforcement agencies in the state, less than 25 percent achieve the distinction.
